A group of high-profile fitness advocates is calling on the National Capital Commission to safely open its huge inventory of parks, trails and parkways to thousands of restless residents house-bound by the COVID pandemic. It can be done safely. The NCC has closed its recreational jewel, Gatineau Park, denying access to kilometres of hiking trails spread throughout its 36, hectares of forest, lakes, mountains and meadows. It has also shuttered its Greenbelt trails and parking lots.

On a trial basis, it has opened a section of the Queen Elizabeth Driveway until May 10 to pedestrians and cyclists only, so residents in the densely-populated neighbourhood between Laurier Avenue and Fifth Avenue have room to safely exercise during the day. It has, however, resisted suggestions to similarly open its western and eastern parkways by banning vehicles for part of the week.

The group, which includes Team Canada media boss Sylvie Bigras, has not offered a precise prescription to the NCC, but suggests that closing the parkways to vehicle traffic, and opening Gatineau Park and the Greenbelt trails could be done under controlled conditions, possibly part-time. The parking lots should stay closed, said Holloway, meaning residents would have to walk or bike to the recreation areas and ensuring Ottawa residents would not be flocking across bridges to Gatineau Park.

The group has suggested that users should be families, couples or groups that co-habitate, that physical distancing be respected at all times and that trails be one-directional to avoid conflict or congestion.
